Please join us for a presentation and discussion of a paper by Paul Benoit, former Senior Policy Advisor to Ministers of International Trade Stockwell Day, Michael Fortier and David Emerson on “Closing the Gaps in the Doha Round.” Dr Benoit’s presentation will focus on three specific policy questions:

• the scope of the negotiations: are we not piling too much baggage on to the trade train?
• the dynamic of the negotiations: is it not time to revisit the developed/developing categorization?
• the modalities of the negotiations: for meaningful movement on the quantitative formulas, do we not have to step back and discuss qualitative norms?
